Post Budget Quote 2017 Mr. Tejinder Pal Setia, Chairman,MTPL

This Budget will benefit the real estate industry immensely. With affordable housing finally getting infrastructure status, developers of budget housing will get access to large amount to cheap capital and the government can pursue the target of Housing for All by 2022 more vigorously. The change in qualifying size requirements from a built-up area of 30 sq m to a carpet area of 60 sq m and the increase in completion timelines to five years will give a much-needed impetus to the affordable housing segment by enabling developers to find more takers for their inventory. The one-year tax exemption from notional rental income from unsold inventory after obtaining the completion certificate will reduce developers’ tax burden.
Mr Tejinder Pal Setia, Chairman, Mona Townships Pvt Ltd.
The slashing of tax rate for individuals in the lowest income tax slab of Rs 2.5-5 lakh down to half from 10% to 5% will help broaden the tax net and increase the disposable income in the hands of low-salary taxpayers. This, coupled with incentives on low-cost housing and the reduction in interest rates by banks, will give the affordable housing segment the push it  requires.
The announcement under the Taxation of Capital Gains of Joint Development Agreement which now makes landowners entering joint agreements for development of properties liable to pay capital gains tax upon completion of projects will help avoid litigation by removing any scope for ambiguity.

Infrastructure augmenting development along with real estate

Infrastructure and real estate are the two sectors having inseparable relation, as the change in one can have repercussions on the other. As new towns and cities are emerging, the need of investing more in infrastructure and real estate is increasing. Physical connectivity like road, rail, air and water are mostly done by government, though many are made under public-private-partnerships, these days.

Thus, in this way, for a residential or a commercial complex, it is very important to have good connectivity. Usually, people keep good connectivity as a precondition to choose a place to live or make a house. In the past, so many places were left deserted in the absence of good network. As a result, those places remained undeveloped, later multiplying many congested settlements. This has given rise to many complications such as diseases, which originated from the unclean surroundings. We can see many places in India with unhealthy surroundings, almost similar to slums, which are devoid of proper drainage system, solid waste management system etc.

Location Map of Project

But, in the present era, real estatecompanies are taking initiatives in taking up projects in such remote areas, thereby helping the place in getting good connectivity, thereby redrawing the physical map of the locale. In this sense, they are becoming a helping hand to the government also. There are many instances in India, where real estate companies have started their housing projects and commercial projects in the hinterlands. But, later, we see them coming up as some of the most posh areas. After all, all the towns and cities are carved out from forests!

By this process, a builder plays a key role in increasing the market value of an area. We can see many such areas such as outskirts of cities, which are getting attention these days. While booking an apartment or house in the beginning time, the price is comparatively low, which becomes an attractive factor for the buyers to own that. This will be slowly supplemented by good road construction and other related necessities such as schools, hospitals etc. Along with that, small markets start popping up, that finally turn into shopping malls. For tapping this human resource, many multinational companies are landing there to offer jobs. This scenario slowly changes to construct office complexes that are made adjacent to housing space. Jade Business Park is such a final product by Mona Townships, which satisfies the need of residing near office.

Moreover, a residential complex gives much attention to other adjacent sectors also. This complex does not confine in just making a concrete forest, but they take care of dealing with the complete process such as water and electricity availability, drainage and waste management system, beautifying the area etc. and ensure the safety and security of the locality. More and more parks and gardens are being designed and made for providing good air circulation. This helps the surrounding and interior from dust and other untidy particles. Furthermore, these kind of residential complexes with lush green surroundings help the residents to spend their leisure time here. This methodical way of life can be a great boon to our surrounding. Littering is considered as one of the greatest banes in our country, which could be stopped by this kind of atmosphere and this orderly behavior can have a positive impact on every life. This organized and clean environment will have a profound influence in a person’s life and would be reflected in the   interpersonal relations

Mona Greens ii, AUG. 2016

When looked through a larger lens, we come to know of the positive energy it is going to radiate. In this way, we understand the unwritten relation nurtured by infrastructure and real estate industries. In the contemporary world, it is not just the government who is taking initiative in developing an area. Everybody has to play his or her own role. That is why, corporate houses are involved in fulfilling their Corporate Social Responsibilities, and taking CSR into consideration, these corporate offices are getting some kind of tax relaxation also. We all dream of a world with sustainable development that is, doing our part in helping for the development of the entire world, without compromising the survival of the coming generation. In a larger view, this is serving for the further betterment of society.

Punjab, a spot of opportunities

Punjab, the land of five rivers, stretches towards the north western part of India, sharing domestic boundaries with Jammu and Kashmir, Himachal Pradesh, Haryana and Rajasthan, and an international boundary with Pakistan. Sleeping on the lap of Shiwalik Hills, Punjab is sumptuous with fertile alluvial plain having an extensive and well developed irrigation system. Unlike many other states in India, Punjab is bestowed with very less forest cover. Nevertheless, with the proper water availability system available, the people of the state could make use of the facilities and policy advantages offered by Green Revolution.

The timely inception of Green Revolution after the third Five Year Plan, served as a boon to the farmers of Punjab, than anyone else. With vast area of agricultural fields and the benefits of the inputs for their farming worked well for those rich farmers. The favourable government policies blended with climatic advantage for the respective crops helped them in reaping their fortune. These efforts made the state to be known by the name, “Granary of India” or “India’s bread basket”.

This atmosphere gave impetus to the multiplication of a multitude of suitcase farmers. Later, when the family system started evolving from joint to nuclear style, the traditional model of business gave way to modern professional business organizations. This gave rise to the need of more and more infrastructure to support the business climate, thereby housing new towns, cities and urban agglomerations.

This situation has dumped a lot of money into the deep pockets of many. Gradually, for parking the rich funds in some safe haven, taking the business opportunity into consideration, many started trying their luck in real estate sector. Foreseeing the growth of companies, who are going to have a huge physical presence, businessmen comprehended the wide range of possibilities associated with real estate, both in commercial and residential field.
The opening up of Indian economy by the last decade of last millennium, the prevailing economic scenario has foregrounded Punjab into the mainstream of global business. The intrinsic strength of Punjab to entice more private investment made it a land of unending fortunes.

Though, basically, Punjab is an agrarian economy, it does have small sized industrial units. This has slowly given way to the setting up of larger companies, which look forward to extract the opportunity coming along the resource rich scenario.

Moreover, with highest per capita generation of electricity in India, which is 2.5 times the national average, all major cities in Punjab get benefitted by this and have some of the highest tariffs in India. This has played as a major motivating factor for many to set up industries or other business firms in Punjab. Along with that, with relatively good infrastructure, having extensive road, rail, air and river transport system, it was ideal to tap the chance of getting closer to business environment.

Some of the key business and commercial centres in Punjab include Chandigarh- Mohali, Ludhiana- Jalandhar, Ludhiana- Amritsar, Punjab Apparel Park, Pushpa Gujral Science City etc. Here, Chandigarh is the capital city, with Mohali as its twin township. Mohali is renowned as a hub for Information technology, Information Technology Enabled Services, electronics and pharmaceutical industries etc. These days, Mohali boasts of having a strong grip in real estate sector too.

Since the number of small families is in increasing fashion, the number of housing complexes too is going up. Taking this situation into mind, real estate companies are coming up with many new projects, both commercial and residential. This speaks high on the vital part, a surrounding can play for setting up any new enterprise.

Punjab sets a very good example of how a simple agrarian economy gets transformed into a highly modernised stage, inviting more and more investment, for keeping up the standard of living. It is not only the external atmosphere, but progressive and open mentality of the people in Punjab that provided the befitting setting for the germination, growth and blooming of business outline in the state.
